Monticello man charged with sexual abuse

Monticello Village Police have arrested a Monticello man in connection with an attempted rape of a 10-year-old girl and the sexual abuse of an 11-year-old girl on September 17 and 18.

Police said Ralph Champlain, 32, was already in the Sullivan County Jail serving a six month sentence after pleading guilty to assault in the third degree and endangering the welfare of a child following a domestic incident on October 17.

He is also a registered convicted Level One sex offender for a prior sexual offense.

Police this time charged him with attempted rape in the first degree, sexual abuse in the first degree, endangering the welfare of a child, sexual abuse in the second degree and forcible touching.
